Requirements
• 10+ years of overall and minimum 5 years of leading projects in a technical environment, including coordinating multiple work streams and managing delivery teams. • 5+ years leading delivery in an Agile environment (e.g., Scrum/SAFe at scale), with a focus on outcomes and delivery predictability. • 5+ years leading Java-based projects on AWS, including collaboration with engineering teams on implementation and integration. • Strong written/verbal communication and stakeholder management skills; ability to brief leadership and customers with clarity and confidence • Creative and analytical thinker with strong problem-solving capabilities. • Experience implementing custom application development and integration solutions. • Experience managing large database implementation is also a plus. • Possess outstanding verbal and writing skills and experience communicating with a variety of stakeholders. • Proven leadership under pressure in fast-paced environments—balancing priorities, evolving requirements, and tight deadlines. • Candidates must be able to obtain and maintain a Public Trust clearance • Candidates must have lived in the United States 3 out of the past 5 years • Experience in Federal Health IT preferably with CMS (Fraud Prevention System) is desirable. • EDUCATION & CERTIFICATIONS: • Bachelor's or Masters degree and 10+ years of experience managing cross functional teams, both technical and non-technical, with relevant experience in Information Systems. • PMP certification (mandatory). • Agile SAFe certifications • The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Responsibilities
• The Program Manager will work with the Delivery Executive for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations. Will work with the project manager to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business. • Lead program delivery governance: define priorities, maintain integrated schedules, track dependencies, manage risks/issues, and drive timely decision-making. • Provide thought leadership to enable program objectives. • Build and lead high-performing teams: support hiring, onboarding, mentoring, and day-to-day leadership for engineering/analysis and operations staff. • Help shape longer-term strategy and roadmaps that balance end-user outcomes with security, reliability, and operational needs. • Possesses and applies comprehensive program management knowledge across key tasks and high impact assignments.
